Murdering murderer

Jessie L. Dotson pleaded guilty to second degree murder in 1994 and spent 14 years in jail.  In January 2008, he was released from prison.  This past Saturday, Dotson was charged with shooting and killing his brother during an argument.  After killing his brother, Dotson attempted to kill everyone in the house.  Of the 8 people in the house, Dotson killed 5, including 2 children, and critically wounded 3 children.  His brother was the father of all 5 children who ranged in age from 2 months to 9 years.  One of the children who was critically injured managed to implicate Dotson.

What do you think is a sufficient sentence for Dotson’s new alleged crimes?  Should the death penalty be automatic when someone who served 14 years in jail for murder kills again?  What steps can be taken to prevent something like this from happening again?
